Dr. Juliano Augusto Fernandes is SRDB’s partner in Guinea-Bissau.
A senior jurist and legal consultant from Guinea-Bissau, Dr. Juliano A. Fernandes has over thirty years of professional experience dedicated to law, public administration, democratic governance, and international cooperation.
He holds a Master’s degree in Legal Sciences from the Faculty of Law of Lisbon (Portugal) and has completed several specialized training programs in legislative drafting, public management, justice, human rights, institutional communication, and conflict prevention, notably within the framework of the United Nations and European institutions.
Throughout his career, he has held senior and high-level positions within the State of Guinea-Bissau, including serving as Minister of Information (Social Communication), Minister of State and Legal and Political Advisor to the President of the Republic, Government Spokesperson, and Head of strategic departments within the public administration, notably at the Directorate General of Customs.
As an independent legal consultant, he has worked closely with the State of Guinea-Bissau, several sectoral ministries, and international partners such as the World Bank, the European Union, UNDP/UNOGBIS, UNICEF, and various international non-governmental organizations. He has played a central role in the drafting of key laws, decrees, and regulations, particularly in the sectors of energy, oil, defense, justice, social communication, privatization, public administration, land law, and natural resources.
He has actively participated in major national legislative reforms, including constitutional revision, the establishment of regulatory authorities, the organization of the armed forces, electoral legislation, freedom of the press, political parties, and land law.
From an academic and training perspective, he has served as a lecturer at the Faculty of Law of Bissau and as a trainer for judges, members of parliament, public administration officials, political leaders, and civil society organizations, with particular expertise in constitutional law, human rights, access to justice, and good governance.
Fluent in French, Portuguese, and Guinea-Bissau Creole (Kriol), with good working knowledge of English and Spanish, Juliano Augusto Fernandes is recognized for his legal rigor, strategic vision of the State, and deep understanding of national and international institutional environments.
