Jean Tannous

Lawyer - Beirut Bar

Jean Tannous is a senior lawyer at the Beirut Bar Association and legal advisor with over 23 years of professional experience in the Lebanese judiciary and legal system. 

Following an extensive career as a high-ranking magistrate, including serving as Deputy Prosecutor at the Financial Prosecution Office and Deputy Prosecutor General before the Court of Cassation. His expertise spans public law, procurement, financial crimes, energy regulation, and public-private infrastructure contracts.

As a magistrate and then a lawyer, Me Tannous has handled a significant volume of complex litigation, including the resolution of over 1,000 commercial and financial disputes and more than 1,100 criminal cases, many involving issues of corporate liability, fraud, and contractual breach. As a financial prosecutor, he led investigations and prosecutions in over 50 high-stakes financial crime cases, specifically related to public sector corruption, procurement irregularities, and misappropriation of public funds, including infrastructure and concession-related contracts.

In recognition of his expertise and integrity, Me Tannous was appointed in 2024 by the Organization of American States (OAS) as an International Anti-Corruption Judge in Haiti, under a Special Mission aimed at reinforcing judicial independence and prosecuting systemic financial crime.

Between 2015 and 2019, he served as Secretary of the Higher Judicial Council, where he was responsible for the Statistics and Court Performance Monitoring Unit and led the deployment of the financial management system for the Court of Cassation, reinforcing its status as an independent financial and administrative body under Lebanese law. This work involved the coordination of judicial, financial, and technological reforms to enhance transparency, accountability, and institutional autonomy at the highest level of the judiciary.

He is fully trilingual (Arabic, French, English), with a high-level capacity for legal drafting, regulatory analysis, and cross-border cooperation. He holds a Diploma in Judicial Studies from the Lebanese Institute for Judicial Studies and a Law Degree from the Lebanese University.
