Norayr Balayan is a partner at ELL Partnership, SRDB Law Firm’s preferred partner in Armenia.
He graduated with honors from Yerevan State University (Law Department) in 2007 and earned a Master’s degree in Constitutional Law from the same university in 2009. In 2012, he obtained his Ph.D. in Administrative Law from the Public Administration Academy of the Republic of Armenia.
Norayr has been a member of the Armenian Bar Association since 2008 and is the author of several scholarly articles on constitutional and administrative law.
Previously, Norayr was Head of the Department of Legal and Organizational Affairs at the Ministry of Justice of Armenia. Before his work at the Ministry, he served as Senior Lawyer at the National Center for Professional Education Quality Assurance.
He also lectured at the Faculty of Law of the Vanadzor State Pedagogical Institute, named after H. Tumanyan.
Norayr has participated in various professional training programs in France, Belgium, Croatia, and Georgia.
He co-authored several laws, including the “Law on Non-Profit Organizations,” the “Probation Law,” the “Law on the Registration of Security Transactions on Movable Property,” amendments to the “Executive Criminal Code of the Republic of Armenia,” amendments to the “Criminal Code of the Republic of Armenia,” and amendments to laws on notarial services, civil status acts, and enforcement proceedings.
His practice focuses on business law and administrative law. He represents both growing and established companies in a wide range of transactions, including seed and venture capital financing, mergers and acquisitions, technology licensing, public offerings, state securities law compliance, and corporate governance matters.
